The change in 30 seconds

From October 1, 2026, Meta will begin charging for business-sent Service Messages on the WhatsApp Business Platform after the applicable monthly free allowance. Utility templates sent inside an open 24-hour customer service window will also become chargeable. The 24-hour window itself is not being removed, incoming customer messages remain free, and the existing 72-hour free-entry-point treatment remains available for eligible Click-to-WhatsApp and Facebook CTA conversations.

WhatsApp Business Platform pricing is changing again, and this update matters most to businesses that use WhatsApp for customer support, sales conversations, order enquiries, post-purchase help, chatbots and AI agents.

Until now, many businesses have treated the open 24-hour customer service window as the “free reply window.” From October 1, that shortcut is no longer accurate.

The window continues to control what kind of messages a business may send, but it will no longer mean that every business reply inside the window is automatically free.

2. What is a WhatsApp Service Message?

A Service Message is a non-template message a business sends while a customer service window is open. The customer must first message the business, which opens or refreshes the 24-hour window.

Until September 30, Meta does not charge the business a WhatsApp messaging fee for that Service reply. Starting October 1, Service Messages enter the per-message pricing model.

3. Is the 24-hour customer service window going away?

No. The 24-hour customer service window remains.

Every time a customer sends a message to your business, the window opens or refreshes. During that time, your team, chatbot or AI agent can continue sending free-form responses.

Think of it this way:
The 24-hour window is a messaging-permission rule. From October 1, it should no longer be treated as a guarantee that all business-sent messages inside the window are free.

4. How will Service Message pricing work?

Current implementation guidance published ahead of the change says Meta will introduce a monthly free tier of 1,000 Service Messages per business phone number. After that allowance is exhausted, additional Service Messages become billable.

Current guidance also says the Service Message rate will match the applicable Utility Message rate for the destination country.

Important: This is a new pricing rollout and Meta/provider implementation notes can still be refined before October 1. GreenAds will re-check the final rate-card and allowance wording before this article is published live.

5. Utility Messages are changing too

The October update is not only about Service Messages.

Utility templates sent inside an open customer service window will also become chargeable. Utility messages are typically transactional communications connected to an existing customer action or service.

6. What stays free after October 1?

The update does not mean every WhatsApp interaction becomes paid.

  • Incoming customer messages remain free.
  • The 24-hour customer service window remains as the permission window for free-form business replies.
  • Meta's existing 72-hour free entry-point window remains available when the applicable Click-to-WhatsApp ad or Facebook Page CTA conditions are met.
  • The announced monthly Service Message free allowance continues to apply under the current implementation guidance.

8. Will AI chatbot replies be charged differently?

WhatsApp pricing is based on the message and its applicable category, not simply on whether a human or AI generated the response.

If an AI agent sends a free-form business reply during an open customer service window, that message can fall under Service messaging in the same way a human-agent reply can.

This means businesses using AI agents should pay attention to response quality and message fragmentation.
