From October 1, 2026, service messages (free-form business replies inside the 24-hour customer-service window) become billable per message. After October 1, support replies become a measurable messaging cost. Track replies per ticket and automate repetitive support carefully.
There is no simple “free API plan” from Meta that removes all message costs. Meta charges businesses for delivered messages according to category and destination market, while providers can separately charge software/platform fees. The regular WhatsApp Business App is a different product.
